Leveraging more than 14 years’ experience in consumer protection, privacy, and information security matters as an attorney at the FTC, Kate White works with clients to guide them through the compliance concerns, investigatory and enforcement threats, and policy challenges inherent in such matters.

Level-headed and practical, Kate provides government-side insights and deep subject matter knowledge that helps clients navigate a rapidly evolving regulatory environment.

Kate develops programs and approaches to help her clients comply with a web of federal and state consumer protection laws throughout the U.S. and regularly defends the interests of clients facing investigations or enforcement actions brought by the FTC, state attorneys general, and other regulatory authorities.

With expansive policy knowledge, Kate also participates in the rulemaking process, submitting comments and engaging in other efforts to advance her clients’ interests at the policymaking stage.

While at the FTC, Kate served as an advisor to Commissioner Noah Phillips, counsel to the Director of the Bureau of Consumer Protection, and a senior attorney in the Division of Privacy and Identity Protection (DPIP). As an advisor to Commissioner Phillips, she provided counsel on consumer protection investigations and litigation, rulemaking, and policy. As a senior attorney in DPIP, Kate led investigations related to Section 5 of the FTC Act, the Fair Credit Reporting Act (FCRA), the Children’s Online Privacy Protection Act, and the Gramm-Leach-Bliley Act Safeguards Rule. She also provided policy guidance and helped develop rulemaking related to the FCRA.

Kate’s government experience also includes serving two details on the Senate Committee on Commerce, Science, and Transportation, where she advised senators, staff, and stakeholders on a variety of consumer protection and privacy issues.

Before joining the FTC, Kate spent four years as a privacy and information law attorney at the Transportation Security Administration, covering a wide range of privacy matters, including considerations regarding biometric data.
